In short, he promoted a welfare program that was funded by taxes to giving anyone claiming homeless enough money for food and free shelter. From experience, LA is the same way now. "Charities" walk for blocks, providing free food and resources to the homeless using our tax dollars. It enables homelessness in south american illegal immigrants. Immigrants from Africa, Asia get jobs.

What it does is lump all results for the primaries in one race, party doesn't matter -- then the top two vote getters have a run off. I'd say it's less than 50% percent based on past studies factoring in temporary legals with visas. Those would expire in 2 to 3 years. Most studies were in 2014-2016. The most recent study I can find claims it's as high as 30 percent when you are considering the undocumented only.
