For a long time basic essentials like food, some personal care items and some clothing items were exempt from tax. That started changing in the 90s if I recall. Since that's generally a "we need more money to pay for stuff" move, I'd bet most of those taxes were enacted under democrat administrations.
That's why, generally speaking, taxes to pay for things, especially the "we need to raise $X to pay for Y for the next 5 years." those taxes rarely ever get removed from the books. Sometimes it's necessary, but they should always be treated suspiciously and only considered as a last resort.

I’ve grown up in relative poverty all of my life. As has my wife and her family.
