Yes, both governments should negotiate and assign border cities to different cartels. This was done a while ago. About 15 years ago it was done that way and there was no violence.
At the time the druglords were usually very smart people (El chapo, Caro quintero, Arellano felix, El guero palma etc) They acted as businessmen, after the policies changed and both governments captured or killed them, the ones who inherited the cartels where the ones that carried out the dirty jobs, the violent, the ignorants and the psychos
And since drug trade is impossible to erradicate. I think the governments should get involved and set the rules of the game. Enforcing those laws would end Cartels who are not playing by the rules or get out of control.
