Whilst Europe has the economy and tech to field a very powerful military on paper, the command structure, doctrines, training etc would be such a clusterfuck as you have god knows how many different nations, speaking different languages with different training methodologies and different equipment that it would be decades before a European army could operate effectively.

Even then it would probably end up like the Austro Hungarian army in WW1 (fucked) due to all the national divides within the ranks.
