I have not used paint programs in awhile and I know if you use the color picker tool, you can change the negative blue color to something else and basically a color like white will outline the text that is starting to appear.
That is my theory.
Someone who makes the memes for the meme magic should be able to do this.

Eliminate the Blue channel; it carries the most digital image noise. Proceed with only R&G, Copy the R channel to B if you have to.
Nearest-Neighbor resize the image x4 at least, then try to center/rotate/perspective warp so that the underlying text is square to the image.
Sharpen filter after the reorientation.
If anyone is a wiz with Kalman filtering, you can probably try a flat-field correction to get rid of most of the top page and leave the text beneath for enhancement / edge detection
