Yes and no. In power today are successors of communist regime and were groomed by communist party. The power structure hasn't changed in Russia - the same deep state, the same secret services, the same elite, but different titles and names. They continue the long-term soviet strategy from Cold War era.

The same people who are now called oligarchs were members of communist party or close associates. Only such people could gain access to state properties and wealth. Russia is like a reformed whore (the whore being Soviet union) - you can change it just a little. The same goes for China. Yes, it has been reformed to favor industrialization and capitalistic policies, but it is still run by communists.

There haven't been ''Nurenberg 2.0'' for communists and most archive files are still sealed and unavailable to public, ''ex''-communists hold power and status in Russia and in post-soviet satellites.
