Had his actions not started World War, something else would. War nearly broke because of Moroccan crisis, but was barely avoided. The thing is, European powers wanted a war. They've all had expansionist mindsets and wanted more than they had and they've all been docile for far too long.

I don't think Carlin has done one on the Civil War, but he does have one on the atomic era and japan leading up to WW2 that is excellent.
