Point 2 - Lack of Fertile Land: The regions in the Northeast that are not fertile are almost empty of population. Just like the North and the Centre West. That is not a good argument.
Point 3 - Pervasive Drought: That is a meme. It has been proved to be a meme. It's the same region that is no fertile: It is empty of people and is not the main population centre of the region. The coast of the Northeast from the Mucuri to Maranhão is actually densely populated for the most part, and it does not suffer much with lack of rain or drought. Not only that, the S. Francisco river passes through the "drylands of Northeast Brazil".
