Articles written during the time of the incident show that it was hardly as one sided as that.

When the protests started, the original response from the commie government was to sit back and let the protesters tire themselves out. Pro-democracy protests weren't a new thing, and this was just another day in communist utopia.
It worked for a time. People were getting bored and the crowd started to dwindle.

Then a police van ran into a bunch of cyclists. The students spun it as an attack from the government and used the incident to rouse support.
The students and workers went mad. They started destroying property. They firebombed cars, threw bricks at military trucks and even started kidnapping and lynching soldiers.
The original forces deployed to contain the protest was insufficient and the military was pressuring their leaders to allow deadly force, likely in response to the soldiers killed. There was resistance but they eventually caved in - the riot was getting out of control and the military was losing its patience as well.

After the order to suppress the rioters was given, the story becomes the tale we are all familiar with.
The soldiers went overboard, firing into crowds and running people over with armored vehicle - anyone showing the slightest resistance was put down. They saw it as revenge for the kidnappings and lynchings instigated by the pro-democracy movement.

After a bloody massacre, the government ordered a crackdown on the instigators and supporters of the protest.
It proved effective and the pro-democracy movement was driven underground.
From that point forth the government no longer tolerated their existence and saw them as a destabilizing force backed by foreign nations.
