FOPA (Firearm Owners Protection Act, best known for including the Hughes Amendment) prohibited the feds from keeping a registry of gun owners/transfers. FFLs are required to keep 4473s, and ATF can inspect them at any time, but ATF isn't allowed to actually record all that information in a registry so they can look up who has what guns. It's well known that ATF does maintain just such a database "unofficially", but with homemade guns they will no longer have to pretend, and do parallel construction bullshit to work around the illegal registry.

If this passes, within a few years they'll be "modernizing" the 4473 system by rolling it into the new home-made guns registry.
