I can't vouch for the early days of the USSR, but at least from the 70s on there's been rampant state anti-semitism in all aspects of art, science, and education. Jews themselves bemoaned the vile practices which included quotas for jews enrolling in universities etc to make sure they aren't overrepresented. This is especially funny when you realize that today in the US, jews are the biggest proponents of unconditional affirmative action.
