Technically in the eyes of a charge - it is. All you have to do is have this dumb bitch say the following: "It was an organized attempt to annoy, alarm, and intimidate me" and that checks off most of the boxes for a harassment charge.

Now if the charge sticks or the court throws it out thats another matter but yes - he could be slapped with a charge.

As to your other points - there has been recently a bunch of cases where charges have been set - and then charged dropped right before the final confirmation court date - what this in practice is a punishment of a "fine" as leading up to your court date you would probably have to get a lawyer. By having the charges dropped your then stuck with the fee.

A charge isn't an arrest - a charge is just saying pretty much "were going to see you in court" - its the formal allegation of a crime which is then left up to the court for final decision of if a crime was actually committed (thus a conviction if decided it was)

An Arrest is simply an apprehension of a person - which then usually leads to a charge and detainment.

Most charges are dropped or go to arbitration that are not done though arrest.
