You are correct, it is voluntary. However, any person residing in a country is volunteering to be subject of their laws.
Therefore, you owe debt and taxes to the country that you're enjoying their services in (roads, police and fire protection, other federal services).
If you don't like it, move to another country and be subject to their laws. Don't want any laws? Move to Somalia or create your own nation.

Legal loopholes exist, proxy corporations and sanctuary companies sit in a legal grey area which depending on whether or not the federal government can actually push back on to you is how they can get you for it.
