It's literally illegal for a restaurant to pay the wait staff less than minimum wage if their tips do not cover the cost of at least minimum wage. You're a fucking retard if you think wait staff actually ever owe the company they work for money. It doesn't matter what their pay stub is, if they make less than 7.25*(their hours) then the restaurant is required to pay the difference regardless of expected tips.
