I read an excerpt from Harper's book and his take on Trump/populism is really interesting and surprising (from someone who I'd pegged as a neoliberal). He seems to be very much in line with Tucker: the way to fight Trump-style populism is to re-build the middle class, which these days means fighting the globalist (business) elites.

The Trans-mountain Pipeline Expansion has been halted by the Canadian federal court due to conflicts with First Nation and environmentalist groups. This is simply a cover, however, for the fact that the expansion project should have never been approved in the first place; the market for Canadian crude simply isn't there.
As it stands, the existing Trans-mountain Pipeline is not even used to its full capacity and 99% of what does go to the Port of Vancouver is shipped to California, where most of the world's heavy oil refining infrastructure is. There is absolutely no market in Asia for Canadian crude because it is heavy, sour, and expensive as hell to refine; it makes no economic sense to build the refinery capacity to handle Canadian crude when the world is absolutely awash in light, sweet crude. Also, the Port of Vancouver can't even handle the size of tankers necessary for the volumes of oil required to compete with other producers in Asian markets.
Further, the market in the United States for heavy crude is also dwindling because our LTO production has absolutely skyrocketed since 2009. The U.S. doesn't need or want Canada's shitty crude anymore. This leaves Canada in a very bad situation, as oil production is roughly 10% of Canada's GDP and funds a significant amount of its social programs (which are already underfunded). It is the exact same problem--just to a smaller degree--that Venezuela faced when oil prices crashed in 2014
I've never been directly involved in the Canadian oil industry, but I find it very hard to believe that so many companies made such a tremendous blunder regarding international demand for Canadian crude. I think it was just a cash-grab for Kinder Morgan and a move to throw egg on Justin Trudeau's faggoty little face. And we'll watch him eat crow after proclaiming from the rooftops that Canada doesn't need to play fairly with the U.S.

Economics. The infrastructure required to refine that kind of volume of heavy crude is absolutely enormous; look all along the U.S. Gulf Coast at the dozens of refineries, the scales of their operations, and the human resources required to keep those facilities running. It doesn't make economic sense to undertake that kind of capital investment risk, and you see this playing out in Canada's existing refinery infrastructure: Over the past few decades, they've closed the doors of 20 refineries due to the changing landscape of the oil market.
It isn't something that couldn't be done in Canada, but the regulatory climate there is becoming increasingly hostile towards the oil industry, which scares off a lot of development that would otherwise take place. For example, Canada very likely has just as much, if not more, LTO reservoirs than the United States has, but "zOMG muh FRAccKING!!"
Looking back on Harper... he wasn't so bad. Fuck, I would be happy to trade Trudeau for Harper if the opportunity ever arised. I would rather have a suspected neo-con as Prime Minister, than a retarded Leftist drama teacher.
