They can, and almost certainly will. Labor thinks this agreement is worse than membership, and some Tories think this agreement is worse than hard Brexit.
I'm pretty sure this'll end with May getting hit with a no-confidence motion, leading to parliamentary elections, a Labour victory, and a second referendum on Brexit, with the choices being hard-Brexit and continuing membership (since any deal for a non-hard Brexit obviously can't get enough support from Brexit hardliners).

There is a whole 100 page protocol on Ireland in the withdrawal agreement starting at page 302.

My understanding was this; Brits were sick of immigrants and their government cucking away their country and race to the rest of Europe with all these refugees coming in. Also they didn't approve of the way their money was collectively pooled to help out other EU countries that were fiscally irresponsible like Greece.
But Scotland is somehow connected to England even though it is it's own country or something. And they don't want to leave the EU.
And somehow Ireland is involved as well.
And I have no idea if Teresa May is a bad guy or good guy or what. She's just the PM and that's all I know.
