It's currently not physically possible with materials today.

the problem is that there is no material light enough but strong enough to support a tether that long.

There was hope that carbon nanotubes could do it, but they prove significantly difficult to create them in any length, much less withstand the weight they need to.

Long time. It's hugely expensive and we don't have strong enough materials. We might end up building one on the moon if that every becomes industrialized, but either way, no way it happens within the next 100 years.

I can't tell you an exact timeframe, but it will sure as hell take a long time and can only be done at the equator.
First we need to be able to mass-produce carbon-nanotubes or something if compareable strength, then we need a shitload of funding to pay for a shitload of carbon-nanotubes and launches to build the required teather, reaching beyond geostationary orbit.
