Morale in modern militaries is at an all-time high, in fact many of them are underdeveloped in terms of manpower&equipment. Realistically, the only way this would ever make sense is if the military charged the soldiers in order to turn a profit on the whole affair, and they would have to charge them way more than standard whoring rates to afford all that shit.

This is a shit idea and I'll be tell you why this idea is bad. It didn't work in WW2 for the yellow short men, and sure as shit won't work now.
The military's job is to fight for the nation and represent its nation both on the field and in the boardrooms. It is suppose to represent honor, glory, and uphold morale standards. Furthermore, it is expected of troops to maintain health standards, including those regarding venereal disease.
Guess what maintaining comfort women around you does? It decays those values further than the usual war crimes and lack of discipline. The Japanese during WW2 discovered that the hard way.
The Japanese knew the war crimes and war rapes were an issue. With regards to that, they began to keep comfort women. Mainly to reduce rape and STDs floating around. It did the exact opposite, as they found out. All it told the troops was that if it's ok to rape women here, it's ok to rape women outside of the brothels too. The officers were in on this too, and happily enslaved POW and civilians to rape and create war crimes. Furthermore, military discipline fell down following this, with Japanese acting more like bandits rather than actual soldiers.
