for starters, bundle up. layers of warm clothing (wool), layers of socks, warm hat, etc. I bought wool blankets too
additionally, consider the risks of living in a city, especially when infrastructure fails. stores may not have food, people will be desperate, in chemical withdrawal, freezing? starving? if you have heat and food and your neighbors don't, you will almost certainly be raided

you CAN go further, but it may involve some difficulty. housing prices/rent in the countryside are generally lower than suburbs and cities. you can find another job...work online? maybe group together with friends or relatives. that will be helpful defending your property too, if it comes to it
if the power fails long enough you won't be worried about paying rent. you just need a fireplace, a food/water supply, and other basic essentials (warm clothing, etc.)

I don't get my license back for half a year. I can't move without retaining my job but I have to stay withing biking distance of my work. I just hope to God I make it through the winter. I'm scrambling to get to the burbs before the cold hits. I have a bad feeling that food won't be getting restocked and other people are gonna chimp out hard.

BUY SOME LONG JOHNS. Nobody is going to fucking see them anyway, so you can shove the part about them being against your delicate sensibilities up your ass and buy a pair. Pride is worth a hell of a lot less than not getting frostbite on your balls.

COTTON IS USELESS during winter. Don't wear it. It gets wet and turns to ice on your flesh. No cotton shirts. No cotton pants. No cotton socks. No cotton underwear.
NO COTTON.

Don't hold in your piss when it's cold. Your body will spend a lot more energy heating you up if your bladder is full. Replenish frequently with warm liquids. You'll get really good at signing your name by the end.
Do you need to be using your fingers? If the answer to this at any given moment is "No", then you had better be wearing mittens, then. For extreme cold, you want mittens that go up to right around your elbow. You put the mittens on after the last non-jacket layer and then put the jacket layer on top of the mittens. This prevents you from easily losing body heat from there.
BOOTS is another place people really fuck up when it comes to cold weather. They walk around with steel toed boots and lose toes. They wear COTTON SOCKS and then lose their feet. Here's what you want to do if you like being able to count to 20: Synthetic fiber socks on your feet with at least one layer of thick wool socks on top. You want this going at least halfway up calf, btw. Ankle high boots are a great way to lose a foot. The boot should be one barleycorn larger than your normal shoe size, maybe even two if you're going to be wearing multiple layers of thick wool socks. Boots with detachable liners are great, because you can clean the inside easily and dry/warm it up at camp. Again, no steel toe and make sure you lace it all the way to the top, but not too tight. Constricted feet are cold feet.
