I don't think the point of the tax cuts were to increase wages for employees with less tax cuts. Rather it was an incentive to do more business in the United States, to thus create more jobs.
Wage stagnation has been a problem for decades now and its probably because the supply of people (More immigration, more female workers) keeps growing.

Rich people pay more tax generally. ALL social programs have been funded by the rich and they receive none of the benefit. The rich deserve a break every now and again, not just having to pay for the shiftless layabout niggers forever.
