- The most powerful individual rule over the weak, since he has the power, the will and there are no rules. He can rape, steal and do whatever. This advantage escalate and he become a non official ruler (until he decides to make it official).
- Having no rules imply the individual can create rules by themselves and even force onto others. (who will stop? there's no gov)
- The result is inequality again, but with chaos.
