The problem here isn't that the we were unwilling to pay the doctors, is that we wanted to pay them in full instead of sending most of the money from their salaries to their country. No one finds a job in another country, but only lay their hands on a portion of their salary, with all the rest being sent to their government.
The Cuban government would stop getting the money and would lose the only thing they could blackmail all these doctors with once their families left the country and came to Brazil, that's why they are withdrawing from Mais Médicos.
