We can still have revolution in the internet age.
It will take time but what you must have is complete truth and righteousness on your side. Instead of anonymity, complete disclosure of every action and every waking moment.
Example - Group X is formed. The leadership and members have open access webcams and tracking on themselves at all times possible. No way to hit them with false rape or drug charges as there is a public record of their every waking second. This allows the public to trust group x more than the government, which is already not trusted. When the time comes for assasination, execution, armed resistance or occupation, the public will be sympathetic and supportive of group X. The only thing is all actions must be done in the light, no deception or shadow. This will force the enemy to expose themselves to the public for what they are.
Sure there are flaws to be found, but please do consider this. Tell me your thoughts. Also, take note glowniggers, you are the enemy

You run into the problem of revealing state secrets, if you consider it a problem.

In theory only, there are plenty of people that have knowledge of the electrical grid in this country, and that knowledge includes how to down it, With that done, surveillance would not be that critical, as this would likely cause civil unrest in quantities large enough to conceal actors intending on completing a mission of sorts. Hiding in plain sight would be the easiest way to accomplish the desired effect.

This is what I am proposing. Such an extreme of anti secrecy it forces our enemy to expose themselves. Anything we do must have the support of the public or we dont do it.
