The arguments are all rationalizing sophistry. Taxes were placed on alcohol because it was the only form in which grain harvests can be preserved in a good that holds its value, and post-enlightenment governments can't handle having people independent of the state-sponsored banking system, so they deliberately killed the alcohol trade in order to make independent small farmers dependent on the banking system. That's why ALL taxes on alcohol were initially levied, so any after-the-fact justification based on supposed social norms that didn't exist at the time is just a crock of shit.
