Bologna process. There was no BA degree in Austria/Germany until a few years ago. The lowest academic degree used to be the Magister - which was slightly less than a Master's. So you're comparing apples and oranges.
On a more general note: why would a society want the majority of their population to hold an academic degree, considering half the population are by definition below average IQ? Not surprisingly, academic titles below PhD have become completely worthless since the implementation of Bologna.

That's true, at this point degree's have become the filter in stead of a levels. But again, I just don't see the worth when the average salary is under £30k plus income tax, VAT etc. I've managed to sneak my way into a graphics designer job at £35k just by being able to communicate and socialize well with people and I am a uni dropout. I meet these people with respectable qualifications and positions and they aren't earning more than me while their life's fulfillment's seem to be eating out and some trip to some event/resort, or some expensive toy.
That's not mentioning the hordes of graduates working as baristas and whatnot.
