What is a gradient?
terracing the road rather than going with a straight incline isn't really a drainage-mitigation measure
it was most likely to make the road slope more gradual
you'd get the same flow coming down into the valley in a storm event; terracing only makes the water sit there rather than flow down (i.e why it's useful for agriculture/rice paddies) but not what you want for a road
you'd build dykes besides the roadside ditches if you were that concerned about flooding
in most cases they'd just elevate the road high enough
if you go straight up, you the steep downward hill becomes a massive safety hazard and a death wish if bad conditions arise.
