Niggers didn't need replacing like they did in Brazilian or Carribean death fields so they didn't need to import any more. The slave trade was more or less domestically home grown by the 1860s.

The founding fathers of the US, the CSA, the Union, and even Lincoln himself agreed blacks had to be deported if they were to be freed. Lincoln planned on deporting them to central America but he was assassinated.

Lincoln gave up on deporting the blacks. He erased any mention of it from the Emancipation Proclamation and gave blacks who fought for the Union citizenship. His real plan was gradually give blacks citizenship as he saw fit if the government believed certain ones could integrate properly into American society. Lincoln himself also noted how impossible it realistically was to send every black to Central America anyway. At best even if he didn't give up on the project he could've possibly convinced small groups to leave but it would've been a very tiny drop in the bucket of the overall black population.

The federal government had no right to do it. The states used to actually be sovereign. We didn't pledge our allegiance to the federal government like we do now. People fought and died for their states.

Nothing is impossible if there is the will to do it. It may have taken decades, but they could have herded the entire black population into select coastal cities and loaded as many as they could onto steamer convoys and made as many trips as necessary.

Lincoln was only willing to send blacks who volunteered to go and the rest would become citizens. After the failure of Liberia, Central America refusing Lincoln's desire to send them to Panama, then the Haiti project failing miserably you would've had few volunteers. This also doesn't include the issue that Congress was tired of Lincoln's colonial ventures and stripped funding from it after awhile.
