In Illinois the constitution says the state must pay for my guns and training but this doesn't happen. Why?

It's not free though, and most people don't need free healthcare. The best healthcare is quite expensive, and the breakthrough research is pretty costly too. There's a lot of dead ends as well and unpredictable shit like medications and treatments that end up curing the wrong thing etc.
