This same thing happened to me at the Ferrero Rocher factory. 25 temp workers were called in, we were all lined up and the permanent workers in the company got to pick 1 or 2 people to help them each. Everyone who didn't get picked got sent home.
I never went back after the first time.

work at a supermarket and they aren't that big of cunts. however they call casuals and ask them if they can work an hour before the shift starts. if they say no then they don't get shifts. that shit would fuck with my head. I even got called today because my manager organised me to cover his weekend shifts and they thought I was going to be working 12 days in a row. I did jobs like this just to stay alive in the city, and sometimes you don't get work because they either have little to none half the time, or you can't get there earlier because it opens at that time and there are lots of people.

I've done this shit before. Wake up at 4:30 in the morning, walk to the place and get there at 6 when it opens, maybe get 2 or 3 shifts a week on average, they only give you those 2 or 3 shifts to keep you coming back for more.

I ended up moving.

It is a tough design since it is open to banditry and feudalistic behavior. A few could take over that small area and make like their own personal city state. Cohesiveness of the total nation is weakened. But, there may yet be a way, and I like the direction your ideas are thinking. I worked in a warehouse that would never send me away and would constantly ask if I wanted to do over time.
I got paid above minimum wage and a ton of benefits.

If you choose to work for someone willing to screw you, don't act surprised when they do.

It was mostly temp labor for warehouses, sometimes cleaning up construction sites, sometimes helping with demolition, painting etc.

I've seen this happen in many towns. In Spain, caciquism is a huge problem. Towns that under a strong nation could afford to rule theirselves with strong family heads that gathered together to make decissions and take the necessary measures to carry them out (a little bit like it was used to be in Athens, where being a public worker was actually a burden that some people had to carry every now and then to listen to the will of the people and act accordingly). But as soon as the new "democracy" came and started to rot, those strong family heads started to get older and their kids to leave the towns. Then some weasels sneaked in and assumed the role of major and started centralizing everything using public funds and privileges for their own benefit.
