I think he means proper zoning and development. Some of the problems involve building communities in areas that are susceptible to flooding/forest fires/etc. As far as California is concerned half the problem is the state enjoyed an unusual wet spell from the 1950's till the 90's. Now the state is returning to it's more arid climate, but the water usage is so high that it's become unsustainable. It also doesn't help that their irrigation system is outdated.

We’re having the hurricanes in Texas again in part due to the El Niño/ La Niña cycle btw. But I wouldn’t expect libtards to understand it or even know the sea surface temperature cycles and why it prevented hurricanes from getting bad the past decade.

Also, California does no preventative forestation. Put some countermeasures in place or stop complaining.
