It gets worse when you realize how many more kids the wealthy Indians and Paki's flooding NOVA have than even the obnoxiously wealthy high IQ whites of the same economic strata. Richmond is pretty ok. It's mostly a hipster city, but there are black enclaves. Shrinking though as it's a rising star for business and education. Vcu is in the heart of downtown and has gentrified a good bit of the area. There are essentially three industries in Richmond, tobacco, power, and debt represented by Altria, Dominion, and Wells Fargo respectively. They've done a decent job of revitalization the area along with Virginia's pro business laws.

I would tell normies the culture revolves around drinking outside whether it be at all the new breweries that have sprung up or at one of the countless festivals and music venues. It's just big enough that there's something for everyone but small enough that driving around isn't a pain
