Because Hungary is an useless failed state. It should be put out of misery. Its population is composed of functional analphabets and retards ruled by a corrupt oligarchy. Hungarians still pride themselves after what their ancestors did a century ago and thats it. Basically that wealth accumulated back then is what still inching this country forward, plus of course the EU money.
But the reason you dont see the effect os this gargantuan amount of gibs is that of course most of it goes to deep pockets.

You know 200 years ago Hungarians were near the brink of exctintion and faced the prospect of Germanization. There were 2-3 million Hungols in a country of 8 million. And for whatever fucked up reason the German-Slovak-Croat-Hungarian mutt of nobility of ours decided "yeah fuck this we gonna be full Hungarian bruh" and so they started a national revival
which kind of worked against all odds and by 1910 over half the country was Hungarian and our worthless genocide-worthy minorities were on course to be magyarized too, but then WW1 happened
I mean just imagine if they decided fuck that! We could be glorious East Germans today or part of Austria, speaking a funny German accent with few leftover vestiges of an Uralic language, instead of this useless mix of worst qualities of west and east.

Hungary is a nation long overdue of dying from age but refuses too. Overly-educated as fuck though blatantly one-sidedly, strangely matter-of-fact about their own superiority, absolutely no desire to have children, also poor. Take a magnificent historical building, paint it grizzling grey, let it decay, let the dust build up, surround it with grey modern cubes, and roads faulty from construction, then populate it with 50 year olds alcoholics with 19th century minds. That is Hungary.
