Whatever his motivation is (Russians love disinformation so who really knows) he gets to continually improve himself and his policies because unlike Presidents who get kicked out after a max of 8 years (and whose lives are never really on the line), he actually has time to see the effect of his policies, learn, adapt and implement new ones. Our leaders end up lead by the nose by civil servants etc. because they are only ever temporary. It seems to me at least that Putin (for good or ill) makes real decisions that are his own.

What you’re actually saying there is that he is no different from the vast majority of Western leaders. He is, in actual fact, a politician. That does not sit quite right.
He is different (not be misinterpreted as good) in some way that it isn't easy to put my finger on. Perhaps he is just much, much better at it.
Also, if you look at him as the leader of a multi-trillion dollar corporation he is actually very modestly compensated and proportionate to some business shenanigans (worldwide people have people killed over thousands of dollars quite regularly) fairly mild.
