Whatever his motivation is (Russians love disinformation so who really knows) he gets to continually improve himself and his policies because unlike Presidents who get kicked out after a max of 8 years (and whose lives are never really on the line), he actually has time to see the effect of his policies, learn, adapt and implement new ones. Our leaders end up lead by the nose by civil servants etc. because they are only ever temporary. It seems to me at least that Putin (for good or ill) makes real decisions that are his own.

What you’re actually saying there is that he is no different from the vast majority of Western leaders. He is, in actual fact, a politician. That does not sit quite right.
He is different (not be misinterpreted as good) in some way that it isn't easy to put my finger on. Perhaps he is just much, much better at it.
Also, if you look at him as the leader of a multi-trillion dollar corporation he is actually very modestly compensated and proportionate to some business shenanigans (worldwide people have people killed over thousands of dollars quite regularly) fairly mild.

The only reason Putin pays any attention to Trump is because he's the President of a superpower. Trump is nowhere near the level of intelligence that Putin is at as a leader, but it just so happens that intelligent people are happy that we have a President who finally speaks the basic truth. Trying to understand someone is not the same as condoning their behaviour. Indeed it can only be achieved from a neutral position. The ideal is to have no personal opinions whatsoever, to have positions that are based on evidence alone. A near impossible task.

I think that unless we can build a model and have it predict his behaviour in advance, independent of our opinions, then we can't really say that we understand him.
