Sort of. He doesn't really count as a president at all, neither does Obama or Trump. From the way the 2000 "election" was handled I don't recognize the existence of the federal government.

My lifetime includes Reagan's second term, so no. He's a close second though.

Bush's wars were a complete disaster for the united states.

NAFTA was actually a Bush Sr. plan that Clinton pushed through after taking office. It's astonishing that "conservatives" ever trusted the Bush clan to lead the Republican party, and actively voted for those guys.

I think he had the toughest presidency in our lifetimes, if not in the past 30-40 years. Having to preside over both 9/11 and the Great Recession. I’m not saying that he handle them well, but I’d love to see just how any of the previous presidents would have done with both of those events.

I will be honest I was a Bush hating motherfucker when he was in office and enjoyed seeing Obama elected. After 8 years of King Nigger in office I repented of my ways. I I realize now Bush was probably the best president we had since Regan all things considered. Even Trump is pales in comparison.

Obama was a stooge. The worst thing he did were those he was pressured into doing or his environment was doing.

I wish I could say he was the worst, because he was truly terrible, but Obama's continuation and even expansion of his policies was an absolute god damn disaster. The first 16 years of the 21st century have been disastrous for America.
