Police hate and fear people that are not weak and meek needing police protection.
When the police see a combat veteran they see someone they know could kill them and the dog pile reaction of the police to violence would just stack the dead higher. The veteran knows that laws are a product of a group of people that accept that laws have meaning. However, just because people accept the laws doesn't mean that the law is force of nature that actually controls. The veteran has seen what happens when people collectively give up on accepting the law and that they can give up on the law if the law becomes undesirable.

It is only by the compassion the veteran has for humanity that states are not instantly overthrown at the conclusion of any large troop deployment.

The veteran see the police officer and ask is destroying this man's family worth a principled stance against what this officer is doing?
While the police officer sees a vet and ask if I kill him will I get in trouble and not be able to go home to my family?

No one was given a choice. The military was forced to accept a change from the lifetime injury pension and care for a lump sum payout. The government capped the payout for a totally disabled person at about 230,000. It didn't matter if you lost all your limbs and needed a lifetime of care, or if you suffered a combined sum total of injury that pushed you to a total of being completely disabled. The max you could ever get for your workplace injury was that max.

When questioned on how the a soldier that was injured and could never work again was supposed to live the rest of his life on 230,000 they were told to invest it and with a 10% return could live (just) above the poverty line forever.

The Charter also made payout based on rank rather than injury. As if a Private that was crippled needed less money than a Warrant Officer to live.
