There is no time limit, but he only gets 4 PM vote attempts. We've had 1 failed one so far, 3 left. This shitshow could continue until the next election, but that's unlikely. M's budget is probably going through. It suffices that C and L lay down their votes (don't vote for the S alternative) for the M budget to win. SD have already said they would vote for M's alternative. It's not impossible that the leaf witch would somehow justify voting for the socialist budget, but it does seem unlikely given that she has literally nothing to gain from doing so.

They can go on forever. New elections are mandatory after 3 failed votes for a new PM. However, they technically don't have to put forward a new candidate for the vote until they know they will succeed. So they can let S continue to rule in the interim as a "transition government" until next election.
Realistically, they have now tried all options in preliminary discussions, now they have to start forcing the vote on different candidates so that positions will shift. None of them want a new election, because they have no idea what will happen other than cost a shitload of money. Nothing will change, or some of them will get voted out, or people will give life support, etc. They have no clue.
