Yeah that actually seems plausible to me. I always felt the "FALSE FLAG FAKE SHOOTING" was bullshit. But I can fully 100% buy the idea that they use actors and actresses to be the talking heads. People already don't understand that questions are almost always pre-screened for 'town hall' type events. And it's easy for people to forget that reporters don't actually stand in front of their locations most of the time, it's a green screen.
With those two in mind it becomes infinitely plausible they have fake people on as witnesses. Presumably they actually do interview the witnesses, they just compile it into a script
