Correct, Tianducheng. This is what China watchers call a "ghost city", essentially a city that was built without people to inhabit it. There are dozens of these in China.

It currently houses about 15% of its maximum capacity. Of those, 90% work construction and are building a nearby Paris themed amusement park.

But why build a city that no one lives in? It is not in preparation for future demand, the one child policy already destroyed any hopes China had of growing its population, and these developments aren't close enough to economic centers to be attractive in their own right. The real reason is pretty simple: to give the people in China something to do. You see, the Chinese Communist Party is a single party dictatorship, and so far it hasn't come up against much seriously threatening internal opposition because they have drawn their political legitimacy from a promise: "You let us be in charge, and things will always get better for you." That means keeping them employed, keeping their wages rising, etc.

Now, when you're a country as big as china and have access to the kind of capital (& interest rates) they have access to, you can spend money doing pretty much whatever the fuck you want. The Chinese have decided to spend it building these ghost cities in order to keep their people employed. Because as long as they're employed, they're less likely to march into Beijing and hang party functionaries from the street lights. So far, they've been remarkably successful at kicking that particular can down the road. But China is one of the most rapidly aging countries in the world, and eventually, those bills will come do. And not one of these developments, or any of the other myriad investments the CCP have made with the savings of their citizens, will ever pay itself back. Simply put: China is fucking screwed. The next century does not belong to them. So think of this the next time someone tells you China will rule the world.

Their "growing middle class" is out of time to grow. The economy as a whole is below the growth threshold the CCP themselves set forward as the necessary level of growth they would need to properly service their debt. The past 30 years have been fantastic for them, that's true. Wages have gone up 8x in the past two decades alone. But the entirety of their economic system relies wholly on a captive consumer market in the form of the US, and a subsidized international trade order also paid for entirely by the US. Both of those are going away. Their wages rose so much in the past few decades that Chinese labor is twice as expensive and half as educated on average as Mexican labor. Nobody is building new factories in China now, and the ones that are there are shutting down and moving away.

In the time it took them to fill that, they built 4 more. It's a pyramid scheme. Sure, you can fill them as long as you keep growing. But once the US goes into recession or stops buying for whatever other reason, the whole house of cards comes tumbling down.
