I'm going to play devils advocate here and say that it's pretty easy to prove a rape case, and there's not really any incentive to lie about it or fail on purpose.
First of all, proving a rape took place is pretty easy, you can check for scarring or tearing of the genitals.
You can then check for hairs or semen which has been left over, tying the men to the rape.
If none of the above things are found, then it's highly unlikely a rape took place.
If they are found, then it's not hard to continue with the case.
