The original Prussians were Baltic until Germany came. It's now Polish. Kaliningrad was actually once called Lithuania Minor which also signed a treaty to join Lithuania Major via the act of Tilsit. Lithuania minor was also a huge player in preserving the Lithuanian language during the Language ban during the russian empire. It was a site where illegal presses operated and smuggled books into Lithuania.
