It think this thing whatever form it ends up taking are for the big platforms, Youtube in particular. Smaller sites are exempt. It is only a filter on these platforms, not our internet connection.

For now it is in hidden backroom talks were different states are negotiating. What the final wording will be is hard to tell.

My guess is that this is something that targets the big sites, like Facebook, Youtube and similar sites. For them to enforce this on thousands of forums and smaller sites worldwide will be next to impossible. The big guys will pay the corps and they will be happy.

It will also take various countries years to implement. 2 years is the time they get I think.

That’s not even up for debate, it is a fact. The ones profiting from these laws are big corporations such as Disney, Paramount, Sony Pictures, and large music labels. They are “trusted” companies and everything they upload doesn’t have to be checked because of indemnification agreements with the platform. Small labels, companies or individuals are screwed, as they won’t be able to upload their content to platforms any more to be viewed in Europe.

I hope Youtube puts its money where its mouth is and actually does a censored version of it in the EU for a month - one in which only videos are available where they positively know there are no copyright violations (music videos from big labels, movie trailers uploaded by studies etc.). Blocking 99% of content for EU citizens for a month would be fun. I am sure the number of people in the EU knowing what Article 13 is about goes up from 0.2% to 50% as a result.

The fix to the whole mess would be a rightsholder controlled and run database which platforms could submit hashed data for uploads from. It is up to rightsholders to then issue takedown requests based on their own analysis.

That would cost billions... to be paid by copyright holders (necessitating that rightsholder pay for each work they want in the database), which in turn eliminates the trolls.

But obviously, this solution isn’t practical because rightsholders hate each other and got no clue how to manage big data content detection algorithms.
