If all the water were put together in a single liquid body in a container it would weigh around 550 tons. The reason it can stay aloft is because it isn't dense, and it rides the currents of the air caused in part due to the motion of the planet and heat reflected off of it.

I see the problem. You don't understand scale and mass or equilibrium. The hot air balloon will not rise indefinitely, it rises because its total mass is less dense than the air around it. When it reaches a point in the sky with less gasses it stops rising because there is more mass in the balloon. These are not difficult concepts. We orbit the sun because it is dense as hell, and bigger than you can comprehend. The scales involved in planetary orbit and gravity are not immutable, otherwise you would never be able to throw something with a ballistic trajectory. Gravity applies downward force appropriate to mass and why the fuck am I explaining this to an idiot
