As what you say is ture, you're gonna see trend in the people who make "bad" decisions. "Racist" are people who see some of those trend and want to act on them. Since it is more likely for some group of people to make "bad" decisions, and that you can only judge the decision after it has been made, descriminating against a group of people who have been observed to make "bad" decisions is natural and more secure than waiting for someone to make a bad decision before judging him. Not desciminating has a higer cost than descriminating.

I have a theory that goes along with this. Higher melanin is responsible for higher dopamine levels.
Melanin is created from the precursor to dopamine L-DOPA. Black people have greater amounts of neuromelanin, which protects them from getting parkinson's disease, in their substantia nigra. So it seems likely to me that having more melanin in your skin = higher aggression and reward seeking behaviour possibly because of how the genetic switches for the level of these enzymes expressed work.
