i wouldn't go that far, more like to allow smaller areas to have a say on whether or not the bigger cities push their shit in by voting in their own interests at the expense of whole groups of people who live in a place with fewer people. there is nothing wrong with the electoral college, losing the popular vote but winning due to the electoral college is a good thing. don't make it about race or they'll change it the second they get into power and you'll wind up a few nice cities and 90% slum and poverty.
