The general reasons are that Atlanta is the regional "capital" of the South, there are lots of good jobs, and many universities in the city. More blacks graduate from college in Atlanta than any other city. The federal government has many of their regional offices in the city and the state's pro-business climate has attracted many corporate headquarters, so there are lots of diversity jobs for them. The general political ideology, called the "Atlanta Way", is that blacks control politics, but understand that mostly white money keeps the system going. The result is that the black political elites are "progressive" on some social issues, but understand how to not fuck things up for businesses.

Because white people are allowed to keep blacks at bay using gates and guns, so they can't fuck things up completely.
