The issue with that is that it would be almost impossible to compel local law enforcement to play ball without running into all kinds of state's rights issues. You'd also need to basically jettison whats left of the 4th Amendment to pull it off, as well.

I live in Chicago. You have 2.7 million people in city limits. Push that out to the greater metro area and you're talking about 9.5 million people.
