The first mistake was the Westbindung but the larger mistake was not loosening the Westbindung after the Berlin Wall fell. It would have been the perfect opportunity with Gorbatschoff, Jelzin and in his early years of rule even Putin was very pro-German.

You can also see that the Netherlands (and Flanders) is denoted as Western Europe because they also had colonies for example.
