What do you mean by pay as you go pension system? The French system "retraite par répartition" means that you pay during your active life (financing the pension of the current retiree) and then get your pension paid by the next generation. I googled pay as you go pension system and it doesn't seem to work like that, or maybe I'm wrong.

In "pay-as-you-go" pensions, money is deducted from your paycheck to set up your future pensions. In a "fully funded" pension, the pensions is an independent benefit of the company - you do not have to pay for it.
