Why won't Latin America learn English?

Europe, Asia, and even fucking Africa recognize the importance of English in the modern world. Why are Latinos so against picking up some English?

Btw We've got German, since you're pretty much taught everything dual lingo has to offer by the time you're ninth grade or so. I'm guessing it's the same with Finland and Norway.

It's the most studied language, but foreign languages are low priority overall.
