First of all it's got a high magnification scope with the parallax making the sight picture turn black at the slighest movement, I've used an L96A1 and even with the bipod deployed on a stable surface you can't see shit unless you are perfectly still and your cheek is positioned correctly, the instructor told me to do some convoluted eye focusing shit, there's no way you could swing it around like a SUSAT x4 and maintain sight picture. He'd have to shoulder fire the thing and probably miss the dude, second he probably doesn't know the guy is there over all that noise. They're not omniscient.
Also to add, regular police firearm squads don't modify their weapons with rails and custom scopes and what looks like a custom stock. I've seen a firearms team here do a raid and there was no variation in the G-36s, MP7s and one old dude with an MP5. They don't subsidize range time so regular police can practice with their mods but they do with special forces like GIGN.

But turns out that particular footage is over 4 years old.
It's either a PM with a custom shorter scope, or some variant that isn't the police version, a bit of googling shows that only the PM, special forces chassis modular version and the German Army variant has a front ironsight hood. And only GIGN uses the Arctic Warfare rifle. The police units use swiss/german/french rifles.
